scroll bar lock to mouse x-y. help pls

can anybody help with this ?:

i want to hack the default scroll bars so that a logitech marble
trackman + trackball
can be used properly with gtk/gnome apps. in order to do this the 4th X
button event
needs to toggle holding the cursor at the current position and grabbing
the nearest
scroll bars so that these, and no the cursor, now move with the ball
movements.

any hints / help would be greatly appreciated.
