I see what happened.

The significant part of the original message seems to be:

        MIME-version: 1.0
        X-Mailer: Microsoft Outlook Express 5.00.2014.211
        Content-type: text/plain; charset=gb2312
        Content-transfer-encoding: base64
        X-MimeOLE: Produced By Microsoft MimeOLE V5.00.2014.211

Notice that the message is MIME, charset=gb23e12, and base64 encoding.
Netscape was able to decode the base64 message just fine.
The line of garbage is the mailing lists's unsubscription information,
being decoded as if it was in base64.  The mailing list software did not
realize the message was in base64, and appended plain text to the
encoded section.
