i agree. except: no other widget that i know changes to PRELIGHT when
the pointer cursor moves into them. i am talking about a conceptually
different widget that doesn't indicate pointer entry and departure
because doing so confuses its primary visual function. it just so
happens that in every other respect, the widget functions like a
button. 

think of the difference between a toggle button and a regular one: why
should we have a widget that stays pressed after a click ? because its
useful as a visual indicator of something. if all buttons did this, it
would be confusing, and if no buttons did, it would be even more
confusing. we therefore support both behaviours.

i think that PRELIGHT should in a similar category as toggling.
