The original, the only ftp site for GtkPlot is
ftp://ripley.ifir.edu.ar/pub/gtk
I believe that is mirrored by the a HP-UX users group, they have an
applications repository, but I don't remember the address.
The connection could be slow, it's not my fault, but if you have troubles
to download, let me know and I'll send you a tarball.
The widgets repository has been down for a long time, and I couldn't
contact the mantainer. I agree with Joshua.
