rc files & i18n

I'd like to distribute an rc file with Glade to make it use smaller fonts
for certain windows (the property editor window).
If I do that, will I break the i18n stuff in the default gtkrc.XX files?
i.e. will I have to distribute my own set of localized rc files as well?
A related question - I tried to compile GTK+ with --with-locale=ru
on a Debian 2.1 box, but when trying to compile testgtk it aborted with
the error 'undefined reference to _Xsetlocale'.
The function is declared in /usr/X11R6/include/X11/Xlocale.h. Where is it?
