There are lots of news groups, comp.programming (something like that),
comp.unix.programming (again, not sure), comp.lang.c,
comp.lang.c.moderated, etc.

Also get some good books - on the Linux/Unix API, try: 
 "Beginning Linux Programming" (Wrox Press)
 "Linux Application Development" (Addison-Wesley)
 "Advanced Programming in a Unix Environment" by Stevens
 
For programming in general, many people enjoy "Structure and
Interpretation of Computer Programs," and any CS textbook will probably be
helpful.
