Problems in building gtk-1.1.15 under cygwin-b20.1

I'm trying to build gtk on NT SP3 by cygwin-b20.
It seems that libgmodule.a is not create by following the instructions
on the INSTALL file shipped with glib and gtk 1.1.15 dist.
Any suggestion? (I've tryed to read the archives of this list without
success)
