.cvsignore in gtk+/gdk

In CVS, the .cvsignore file in gtk+/gdk contains
gdkcursors.h and gdkkeysyms.h
Isn't that wrong ? Only files which do not belong in CVS
should be listed in .cvsignore... or am I confused ?
