GLIB Test Program failure

I downloaded and attempted to configure the GTK+-1.2.3 source code.

The configuration reported as an error that I did not have GLIB installed.

So I downloaded and installed GLIB.  (No apparent problem).

Once again, I attempted to configure GTK.  Once again it denied the
existence of GLIB.

How do I persuade it that I do, in fact, have GLIB?
