Refresh bug in GtkText

I hope this is a sufficiently clear description...

When a GtkText widget is initially drawn, it has a border of width
one. But when it is (de)activated, the border is drawn with a width of
two.

This causes a minor visual problem which is particularly annoying when 
part of the widget is covered by a different window and then
uncovered. The part that was covered will have width one while the
part that stayed visible will have width two.
