gtkrc quirks...

While tinkering with gtkicq and some code of my own to parse gtkrc
files for gui configuration, I ran into one problem...  Everything BUT the
main window is effected by the gtkrc file.  For example, in gtkicq, the
main window is plain and generic but I can click on add contact and see
how the gtkrc affects the interface.  In one of my programs, the main
window is just the generic window, but when I click on the file selector,
I see the affected interface.  Any ideas?
