gtk+ does have Japanese support (just tested gtk+1.1.3/glib-1.1.4)
and also supports input (just tested with kinput2);
I don't think there are any comprehensive sites/docs specific to
this subject but there are some details in the distribution, specifically
the `INSTALL' file.
If you are interested in a (beta) gtk+ application that uses Japanese,
have a look at:

which I just put in the "GTK+ Application Repository".
