yes - in phase 2 of themes. phase one is just replacing all the "look"
phase 2 will allow themes to rearrange widgets so scrollbars are for
example on the left not the right, or the top, not the bottom, arrows
are together, apart, or perhaps not even existant at all. the user will
decide this and so we will have the bets interface for EVERYONE.
