Announce gpppkill 0.8.15

Hi everybody:
a new version of gpppkill is out: gpppkill version 0.8.15

gpppkill is a program for Linux that finishes the ppp connection if it
not receive a minimal amount of bytes during certain time.

mini ChangeLog:  
   - new look  
   - new preference window  
   - use rc file to save options(including window position)  
   - code cleanup
