Modal Window (Again)

Is there a simple way to make a modal window STAY on TOP OF THE SCREEN
like when you popdown a submenu in a menubar or when the
'popdown_strings' of a combo are visible?
I know that this question was previously posted to this mailing list but
I found no satisfying response.
