This event was added for supporting the GtkTV, a program that Alan Cox
has been working on: it is a frontend for the video4linux api (in this
case, used to talk to the bttv card).  This programs lets you watch tv
on a Gtk app.

Alan required this event (as well as the visibility notify events).
