It isn't very simple, but if you want to see an example of setting up
palettes, you could look at gsumi:

Its simpler than the GIMP, in any case.
The next (unreleased) version does color allocation from a
ColorContext, so will be an example of that instead of using
gdk_color_alloc().
(It also does its drawing using gdk_image's, though that is more
intertwined with the complexities than the color allocation code)
