Netscape toolbar buttons use no less than four pixmaps: inactive,
active, focused, pressed.

Ideally you'd only need one, the inactive version should be generated
according to the active pixmap's colors, the widget's colors and so on
(but I don't know how this could be done), and focused and pressed
pixmaps are simply not necessary.
