proposed standard for gtkrc files?

ok, i saw the other message relating to this...
has there been any consideration to have gtk_rc_parse()
look for gtkrc files in ~/.gtkrc then /etc/gtkrc unless
called with a filename as argument. this would ensure
that by default the gtk environment will get the same
gtkrc...and if the app author wished for a 'custom' gtkrc,
they could read the 'custom' gtkrc file from the app's
config file and pass it (instead of NULL) at runtime.
i'm not sure if this is clear or even a good idea, but
it seems like the right thing to me.
if there has been no consideration of the handling of
the gtkrc file, i propose this behavior. any comments?
