configure: error: Cannot find GTK: Is gtk-config in path?

I have installed gtk+ 1.0.0 in under /usr/local and
/usr/local/bin/gtk-config is in path. Gtk software have been
troublesome to compile lately. It would be really nice if someone
could look into it.
