The ./configure script in that version of SANE is out of
date with respect to gtk+-1.0.0 (and all versions of GTK+ back
to 0.99.6). I believe patches to fix it have been submitted
to the SANE maintainers.

For now, you can work around it by running SANE's configure as:

  CPPFLAGS=-I/usr/local/tools/gtk-1.0/glib/include/ ./configure
