girc is in the gnome snapshot (apparently).

As an alternative, you could also try the GTK based IRC client that I'm currently
developing. It's at a relatively early stage, but is definately usable for everyday
IRC'ing. It's called Bezerk, and you can find it at:

http://www.gtk.org/~trog

The latest source version there is 0.2.0 - try and avoid the 0.1.5 binary distributions.
