dialogs inside toplevel parent windows

I've noticed that dialog windows (or any other windows for that matter) 
do not necessarily appear around the vicinity of the the "parent" 
window.  This is a bit of a hassle for dialogs since I think they should 
appear centered inside one of the toplevel windows.

For example, netscape always positions dialog windows inside one of the 
netscape windows (or close by).

Is there any way to configure Gtk as to achieve this functionality?
