Justification patch

I've added an almost-finished patch to do justification to:
 http://bugzilla.gnome.org/show_bug.cgi?id=64538

Unfortunately it isn't easy to try it out. I'll try to sort out a test
app soon.

Comments are welcome. (Though don't mention the TeX algorithm!)
If it looks OK I'll try to add hyphenation support.

If someone wants to help add support for kashidas that would be good as
well.
