Installing OpenType fonts

Dear list members,

how does one install OpenType fonts for use by Pango and GTK+
applications?  I was unfortunately unable to find a straightforward
explanation online.  The font that I am thinking of at the moment is a
Latin diacritics font for the transliteration of Indian languages.  I
am currently using Pango 1.0.5 and GTK+ 2.0.6 on Debian GNU/Linux.
Will the installation procedure change with the introduction of
fontconfig support in Pango/GTK+?
