Character alignment in Devanagari

Hello,
Here are some screenshots of my font rendered in gedit at different
font sizes...

for 16, 18, 20, 22 and 24 sizes respectively.
All the characters are of the same size, but somehow they are not
joined along the same top line
like it should be in devanagari. For example in 2-24.png, the jra
character is below the kra character
(last line, last but one and last one). Where as in the image 2-20.png
all the characters in the third line occur
at the same height. Is this a problem with pango ? For reference the
