Why 'Sans' as Pango default font family name?

Much about Pango's font properties matches CSS font properties: for
example, the allowed values for font weight, variant, and stretch
match the CSS values.
I'm left wondering why the default font family name is 'Sans' rather
than something CSS-like such as 'sans-serif' or 'serif'.
I notice that 'Sans' and 'sans' appears in the GTK+ code. Is this
Pango influencing GTK+ or GTK+ influencing Pango?
