Have you japanese fonts ?
Run the program from an xterm and report the error messages.

A gnome program must work (as long as the author hasn't manually added
low level GTK/GDK functions).

A Gtk program, however, needs a setlocale(LC_ALL,""); 
line at the very beginning of the main().

And you must set LC_ALL (or LC_CTYPE) in adition to LANGUAGE too.
LANGUAGE sets the translation to use; but that isn't enough, you must
set LC_CTYPE (or LC_ALL) so XFree86 knows which fontset to use.

And of course, the program must use fontsets; if gdk_font_* functions are
used that is a bug of the program; they must be replaced with gdk_fontset_* 
ones.
