I dont know where the official site for it is, but here are some links containing images of it for hindi.

I actually have a manual for GIST card package which contains all the layouts. I will get it scanned them and put it online.

Based on the ISCII standard layout is same for all languages.
Robert Brady has put maps for pango based on it at www.zepler.org/~rwb197/indic/

Is the standard indian layout described somewhere in the Internet ?

In the ISCII text it is told various times how important it is to have
a standard kbd layout, etc. but it isn't defined.
