As far as I know, nobody is working on this.
What this would essentially consist of is creating a separate "shaper"
module for Hebrew - right now, Hebrew is just using the generic
shaper.
It may be a bit challenging to get the interactions between
all the different marks right using X fonts, but the architecture
of Pango should certainly be sufficient.
With some luck, by the time you get some free time to work on
this, I should have found some free time to document how
to write a shaper.
