d.g.o api docs

Owen,

I noticed that the api docs on d.g.o stopped having links for the
undocumented symbols. Don't know what exactly broke that, but here is a
version of docpercentages.pl, which emits them again. Will d.g.o pick it
up if I commit it to gtk-doc/tools ?

Matthias

# Description : Creates a valid SGML 'id' from the given string.
# NOTE: SGML ids are case-insensitive, so we have a few special

# Arguments : $id - the string to be converted into a valid SGML id.
