I agree, but should the original frame be kept and a new
widget created? or

I think we have all agreed that it should be a frame style or property. Why
would a new widget make sense?
It depends on whether you consider a titled frame the same as an
indented group with a title. Changing every occurence of indented
groups in a dialog to frames will create a very ugly dialog (the reverse
is also true to a lesser extent). This indicates that the difference
probably isn't just one of theming.
