Mix this with yours:
GCCOPTS="-mcpu=pentium4 -march=pentium4 -g"
export CC="gcc $GCCOPTS"
export CXX="g++ $GCCOPTS"
export PATH="$HOME/bin:$PATH:$HOME/script"
export LD_LIBRARY_PATH="$HOME/lib:$LD_LIBRARY_PATH"
export LD_WARN=yes
export CPPFLAGS="-I$HOME/include $CPPFLAGS"
export CFLAGS="-I$HOME/include $CFLAGS"
export CXXFLAGS="-I$HOME/include $CXXFLAGS"
export LDFLAGS="-L$HOME/lib $LDFLAGS"
export LIBS="-L$HOME/lib $LIBS"
export PKG_CONFIG_PATH="$HOME/lib/pkgconfig:$PKG_CONFIG_PATH"
export PYTHONPATH="$HOME/lib/python:$HOME/lib/python2.3/site-packages:$PYTHONPATH"
In particular, you lack the CFLAGS and LDFLAGS part.
