G_BROKEN_FILENAMES not working for GtkFileSelection?

I have an old directory full of ripped music with filenames encoded in
ISO8859-1. One of the subdirectories is called
le_mystère_des_voix_bulgares
e.g.
6c 65 5f 6d 79 73 74 e8 72 65 5f 64 65 73 5f 76 6f 69 78 5f 62
^^ grave accent e
75 6c 67 61 72 65 73
Others have similar problematic names.
Even if I turn on G_BROKEN_FILENAMES, GTK+ complains on the console
about this filename and doesn't include it in the directory list in
GtkFileSelection.
I tried stepping through the filename completion code, but it bends my
brain in painful ways.
Any ideas?
[Also, what do we do for users who have "old-style" filenames rather
than UTF-8-encoded ones? Do we tell them "run a perl script on your
whole directory hierarchy to convert your filenames"?]
