no, theme engines install into
$(libdir)/gtk-2.0/$(GTK_BINARY_VERSION)/engines.
You can obtain the binary version by using
pkg-config --variable=gtk_binary_version gtk+-2.0

The binary version will stay 2.0.0 as long as GTK+-2.0 remains binary
compatible.
