If it's not too late, could we add the words "built in ", as in
"The ATK library provides a set of built-in interfaces for
accessibility."
Or more accurately, we could mention that
"the GAIL library, available with GNOME 2 or as a separate download,
provides an implementation of those interfaces for the GTK+ widget set."
Otherwise it looks like API without implementation.
