glib-rc1-2.0.0 make fails on AIX

AIX 4.3.3 native make (not gmake)
configured with
$ ./configure --prefix=<my prefix path>

glib-rc1-2.0.0/docs/reference/glib/Makefile

all-local is commented out

$ make
Making all in glib
make: 1254-002 Cannot find a rule to create target all-local from dependencies.
Stop.
