icon size patch

Hi:

Still no reply regarding icon sizing... this is a significant issue for
accessibility and I would think of major interest to theming in general.
Also no response to my plea to upgrade the priority of this bug, which
HCI and accessibility teams here consider important.

Synopsis: patch is available in bugzilla (48706) to allow specification
of icon sizes for wildcarded icons in an RC file.  Sizes of
non-wildcarded icons are not affected, which is potentially a
consistency issue but preserves the ability to "impicitly" select icon
sizes by specifying image files of non-default size, which Owen felt to
be a behavior that we had to keep backwards-compatible.
