I agree that this bug report has become very confusing. However, Calum has 
summarised in
http://developer.gnome.org/projects/gap/keynav/gtk_menus.html what he thinks is 
wrong with menubar.

If the bugs can be fixed post 2.0.0 I am not so concerned.
