I'm not fussed, using Ctrl+F1 as a toggle instead is fine by me. It
even opens up the possibility of adding a standard Help menu item for
Show/Hide Tooltips (with shortcut Ctrl+F1) if we so desire, much like
the standard Show/Hide Balloon Help menu item on MacOS. Which would be
good, because right now there's no other way of guessing that Ctrl+F1
does something useful.
