INTLLIBS not set in HEAD GLib?

On systems where GNU libintl is used (and the C library has nothing
related), doesn't the current glib-gettext.m4 fail to set INTLLIBS?
(Even if its comment claims it should, and it did previously). Or is
-lintl supposed to get added to $LIBS (but it doesn't)?
