i'm not sure what you mean with "relationship". if the programmer explicitely
enables scrollbars to be focussable, and the user then gives focus to a
scrollbar, e.g. by clicking on it, the below keybindings take effect, just
the way they work for scales. the fallback bindings of a scrolled window
are then not anymore triggered, because the focussed scrollbar already handled
the keypress.
