Problems with Compile GTK 2.0 (1.3.6) under windows

I saw similar questions on gtk-list but no answers, I also search the web
and didn't find answers, I wish this is the right place to ask such
questions:

When I compile the files, the compiler ask me for libintl.h

Anyone know where is this file for win32?
