Lack of visibility_notify_event?

I've just been playing with something that could really use
visibility_notify_event (a Glut implementation in Perl & GtkGLArea, if
anyone is curious), and it seems the Gdk and Gtk event systems aren't
aware of it. GtkLayout itself has to install an event filter to obtain
this event. Is there any particular reason why it's not directly
supported?
