[gnomemm] Are inter-library dependancies part of the API?

Is the fact that libfoomm depends on libbarmm (independently from wether
libfoo depends on libbar or not) considered part of the API?
Or, from a more practical point of view, suppose my projects uses the
Canvas and also libgnomeui widgets. Can I write the following in
configure.in and be safe? :
PKG_CHECK_MODULES(GUIKACHU_DEPS, libgnomeuimm-2.0)
(since libgnomeuimm _currently_ depends on libgnomecanvasmm)
