The Vox Gratia FAQ does not mention G.728. But here is a general
overview of the state of each of these codecs:

G.711   - available in OpenH323
G.722   - available in OpenH323
G.723   - now G.726. Available in OpenH323
G.723.1 - patented
G.728   = patented
G.729   = patented
H.261   - available in OpenH323
H.263   - Patent status uncertain. Available in OpenH323.
