Yes, but you need GTK2 and Gconf.

No. You also loose the configuration druid, the URL support (calling
gnomemeeting -c URL when another GM is running), but also the session
management. In short, it is not advised to compile without Gnome except
if you really hate Gnome and wait for a KDE equivalent to quickly
replace GnomeMeeting on your hard disk ;), or if you need place or have
a Linux distribution that doesn't solve easily dependancies problems.
