That's not true.
It depends on what kind of software.
If you are using a software that doesn't respect any standard, then
interoperability is only possible with users of that software, and the
software is unuseful.
If you are using a software that respects a standard, then your software
will be compatible with all other software respecting standards.
Being cross-platform or not is not the problem, respecting a standard is
the problem.
