On RH 7.2 it's part of the DB3 packages located on

Disk1 (install) /RedHat/RPMS/db3-3.2.9-4.i386.rpm

and

Disk2 (Suppl)   /RedHat/RPMS/db3-devel-3.2.9-4.i386.rpm

(the devel RPM actually contains the library you are needing, but depends 
on the first one being installed -- which it probably is as lots of things 
use it)

Checking a local machine that's still 7.1 (I know... upgrade... :-) it 
looks like 3.2 is there as well, but version 3.2.9-3.

Bottom line, both RPM's should be on your original install CDs.  If you 
don't have access to them, you can fetch them from redhat (or any of it's 
mirrors -- gatech is pretty good from here).
