Are you sure the openh323 package is in /opt/openh323/include/ ? Maybe the new 
on is located elsewhere. Do you really have installed the latest packages 
from gm.org? IIRC the function mentioned below is only in the patched version 
you find on gm.org. 
Which distribution do you use, and have you installed the appropriate package 
with its package manager?
